Prohibits public employers from entering into employment bargains that compensate public employees or third parties for union activities or pay expenses related to union participation.

Voids any existing or future employment bargains that include compensation or expense payments for union activities, effective on the bill's enactment date.

Authorizes the Attorney General to enforce the prohibition and grants any taxpayer in the affected jurisdiction standing to bring a special action against public employers for violations.

Exempts home rule municipalities from the definition of "public employer" and allows employees to receive compensated leave time for personal purposes unrelated to union activities.

Declares employment bargain regulation a matter of statewide concern and preempts all inconsistent local rules, regulations, codes, or ordinances.
