Extends the motor vehicle emissions inspection cycle for 1982 and newer model vehicles from every 2 years to every 4 years

Increases emissions control certification validity period from 24 months to 48 months for 1982 and newer model vehicles

Prohibits vehicles from failing emissions inspections solely because a check-engine light is illuminated on the dashboard

Maintains annual inspection schedules for 1981 and older model vehicles and fleet-only inspection stations

Takes effect August 8, 2018, unless subject to a referendum petition requiring approval by voters in November 2018
