Amends Colorado Revised Statutes 42-6-110 to authorize agents of insurers to access the electronic system used for motor vehicle owner and lienholder information, in addition to insurers themselves and licensed salvage pools.

Requires the Department of Motor Vehicles to ensure that information available to insurers, their agents, and salvage pools is limited only to what is necessary to verify and contact vehicle owners and lienholders.

Allows the Department to charge insurers, their agents, and salvage pools a fee not to exceed the lesser of $5 or the direct and indirect costs of implementing this provision, with fees deposited into a special purpose account.

Declares the act necessary for the immediate preservation of public peace, health, and safety.
