Adds millet to the definition of agricultural commodities covered under Colorado's agricultural marketing laws, placing it alongside wheat, hay, corn, and other included products.

Grants the Commissioner of Agriculture discretion to determine how and when marketing order announcements must be made publicly, replacing specific requirements for newspaper publication and bulletin board posting.

Maintains the five-day waiting period after public announcement before a marketing order, suspension, amendment, or termination becomes effective.

Requires the commissioner to mail notices to affected persons whose names are on file or who request such notices, regardless of the announcement method chosen.

Takes effect August 8, 2018, unless a referendum petition is filed, in which case the act requires voter approval at the November 2018 general election.
