Expands SB 18-067 to allow organizations conducting special events to open sealed alcohol containers and sell beverages by the drink to event attendees, in addition to auctioning sealed containers.

Alcohol beverages sold by the drink must be for consumption only on the licensed premises or unlicensed premises where the special event is held.

Organizations and licensees must ensure auctioned alcohol beverages remain sealed at all times while on the premises and cannot require or accept fees or financial benefits specifically related to the auction.

Organizations must promptly remove all open and unconsumed alcohol beverages from the premises or destroy them immediately following the special event completion.

Creates exception to unlawful alcohol sales provisions to permit organizations holding special events under Article 48 to sell alcohol beverages in accordance with the bill's requirements.
