Increases the annual transfer to the local government limited gaming impact fund starting in fiscal year 2017-18, with a base of $5 million annually adjusted by the percentage increase in the state share, plus projected administration costs.

Allocates 98% of transferred funds to the limited gaming impact account for eligible local government entities and 2% to the gambling addiction account for counseling and prevention services.

Appropriates $100,000 from the gambling addiction account for fiscal years 2018-19 and 2019-20: $50,000 to the Department of Local Affairs to study and establish policies defining "documented gaming impacts" and $50,000 to the Department of Human Services to develop a gambling addiction program plan by March 1, 2020.

Reduces the 2018-19 appropriation for gambling addiction counseling services by $100,000 to accommodate the new allocations in the bill.

Establishes that unspent transfer funds revert to the local government limited gaming impact fund and that transfers occur at the beginning of the fiscal year.
