SB 18-198 Summary

• Establishes an "expanded retailer's license" allowing licensed fermented malt beverage retailers to sell both 3.2% beer and full-strength malt liquors at retail for off-premises consumption

• Existing retailers licensed before January 1, 2019 may convert to an expanded retailer's license if they notify authorities between July 1, 2018 and December 31, 2018 and do not expand floor/cooler space or increase product inventory

• New expanded retailer's licenses cannot be issued if premises are located within 1,500 feet of other retail liquor businesses or within 3,000 feet in cities with populations of 10,000 or fewer

• Expanded retailer licensees are prohibited from selling single-serve malt liquor containers, can only sell beer between 8 a.m. and 12 midnight, and must check customer identification

• Eliminates licenses authorizing sale of 3.2% beer for both on and off-premises consumption as of January 1, 2019; existing licensees must convert to other authorized license types
