• Removes the 3-hour time limit for child care licensing exemptions at religious organizations, allowing up to 6 hours of care, provided services are offered contemporaneously with church services or other religious programs at the facility.

• Retains the 3-hour limit for child care licensing exemptions at shopping centers and other businesses.

• Requires religious organizations claiming the exemption to comply with insurance provider requirements, including employee and volunteer screening, background checks, comprehensive training on sexual abuse and child abuse/neglect, and defined reporting procedures.

• Takes effect August 8, 2018, subject to referendum petition and potential voter approval in November 2018.
