Exempts University of Colorado system, Colorado State University, University of Northern Colorado, and Colorado School of Mines from a requirement that 2/3 of enrolled students be Colorado residents, allowing them to admit more nonresident and international students to improve affordability for resident students.

Replaces the 2/3 in-state enrollment requirement with a 55% minimum for incoming freshmen and 55% minimum for overall enrollment, calculated on a three-year rolling average and excluding foreign students and online-only students.

Increases the cap on foreign student enrollment from 12% to 15% of total student enrollment at each campus.

Requires institutions to admit 100% of Colorado first-time freshmen applicants who meet guaranteed admissions criteria and maintain nondiscriminatory admissions standards between in-state and out-of-state students.

Mandates annual reporting to legislative budget and education committees beginning October 15, 2018, demonstrating compliance with resident admission and enrollment requirements, with appropriation of $8,181,450 from student tuition to the University of Colorado Regents for fiscal year 2018-19.
