Authorizes the Department of Human Services to retain amounts from the Older Coloradans program cash fund to cover the department's indirect costs as calculated under the federally approved cost allocation plan.

Allows the Department of Human Services to retain the amount needed to pay for the Nurse Home Visitor Program's share of the department's indirect costs under the federally approved cost allocation plan, in addition to the existing five percent retention limit for other program expenses.

Maintains existing caps on retention amounts for the Nurse Home Visitor Program: up to two percent for state department implementation costs and up to three percent for health sciences facility compensation.

Requires the state department and health sciences facility to assess whether smaller percentages of appropriated funds exceeding nineteen million dollars are adequate to cover actual costs and report findings to the general assembly.

Declares the act necessary for immediate preservation of public peace, health, and safety.
