Expands the definition of "interdepartmental data protocol" to include governance policies, processes, and procedures for merging data across departments for policy analysis and program effectiveness.

Beginning July 1, 2019, the governor appoints two additional advisory board members: a local government employee with data sharing expertise and a school district employee with data sharing expertise, replacing the previous requirement for a school board member and higher education/nonprofit representative.

Changes the advisory board's annual reporting requirement from submission to the full general assembly to submission to the Joint Technology Committee, effective March 1, 2019.

Extends the repeal date of the Government Data Advisory Board from July 1, 2019 to July 1, 2024, and shifts its sunset review from the standard advisory committee process to review by the Joint Technology Committee.

Removes the July 1, 2019 repeal dates for both the Government Data Advisory Board and Education Data Subcommittee from the statutory sunset review list in section 2-3-1203.
