Redefines "appraisal management company" (AMC) to clarify that AMCs oversee appraiser panels and can recruit, select, train appraisers, contract with appraisers, manage the appraisal process, and review appraiser work.

Adds definition of "appraiser panel" as a network, list, or roster of licensed or certified appraisers approved by an AMC to perform appraisals as independent contractors.

Requires AMCs to establish and comply with processes and controls designed to ensure compliance with the federal Truth in Lending Act (15 U.S.C. § 1639e) requirements.

Requires the state board to separately identify or account for AMCs that oversee more than 15 licensed or certified appraisers in Colorado, or more than 25 appraisers across all states where they conduct business.

Expands the board's duty to collect annual registry fees from both licensed or certified individuals and AMCs, and from AMCs that operate as subsidiaries of federally regulated financial institutions, and transmit fees to the federal financial institutions examinations council.
