Senate Bill 18-211 Summary

• Creates a new marijuana consumption club license allowing establishments to sell and permit on-site consumption of retail marijuana and marijuana products subject to the same licensing requirements as retail marijuana stores

• Clubs may only sell the same quantity limits as retail stores, cannot serve alcohol or prepared food (light snacks permitted), and must restrict entry to persons age 21 and older

• Clubs must purchase marijuana from licensed businesses or obtain their own cultivation/manufacturing license; all products must be consumed or disposed of on site and patrons cannot bring outside marijuana

• Local governments must approve clubs through voter referendum or governing board vote and may adopt additional requirements; clubs exempt from Colorado Clean Indoor Air Act if fully ventilated

• Club and employee staff must complete annual responsible vendor training; clubs enjoy the same liability immunity as bars for intoxication-related injuries except for willful and knowing sales to minors or intoxicated persons
