Defines "Division of Youth Services placement" as a secure facility or contract community residential program within the State Department of Human Services.

Requires receiving schools and school districts to accept and recognize certified course work from Division of Youth Services placements as comparable course credit, treating it the same as work completed at the receiving school.

Mandates that all certified course work from Division of Youth Services placements be applied toward a student's graduation requirements at their current grade level or for high school graduation if enrolled in twelfth grade.

Allows receiving schools to award elective credit for certified course work that does not align with the school or district's core academic course descriptions.

Takes effect on August 8, 2018, unless a referendum petition is filed within 90 days after final adjournment of the general assembly, in which case it requires voter approval in November 2018 to take effect.
