Appropriates $10 million for the 2018-19 budget year to the Department of Education for distribution to small rural school districts and eligible institute charter schools.

Distributes funds on a per-pupil basis calculated by dividing $10 million by the total funded pupil count of all small rural districts plus total student enrollment of all eligible institute charter schools for the 2017-18 budget year.

Defines "small rural district" as a Colorado district with fewer than 1,000 students in kindergarten through twelfth grade that the Department of Education determines is rural based on geographic size and distance from urbanized areas.

Requires rural districts that authorize charter schools to distribute 100 percent of their per-pupil share to those charter schools based on student enrollment.

Requires all recipients to use funds only for nonrecurring expenses and repeals this section effective July 1, 2019.
