• Authorizes electric and natural gas public utilities to provide alternative fuel vehicle charging and fueling services as either regulated or unregulated services, with cost recovery mechanisms.

• Establishes a process at the Colorado Public Utilities Commission for utilities to file applications for alternative fuel vehicle infrastructure programs in their service areas.

• Allows utilities to earn a return on investments at their most recent commission-approved rate of return on equity, based on weighted average cost of capital.

• Requires costs to be recovered from all utility customers in a manner similar to distribution system investment recovery.

• Takes effect August 8, 2018, unless subject to referendum petition requiring approval by voters in the November 2018 general election.
