SB18-217 Summary

• Authorizes hotel and restaurant, retail liquor store, and liquor-licensed drugstore licensees to obtain an off-site service permit allowing them to furnish and serve alcohol beverages at private events held at unlicensed off-premises locations.

• Requires off-site service permit holders to ensure employees complete responsible vendor training, serve only alcohol beverages purchased from licensed wholesalers, maintain event records for three calendar years, remove all open beverages at event conclusion, and verify attendees are at least 21 years old.

• Establishes an annual off-site service permit fee of $25, with the state licensing authority authorized to set additional processing fees for permit applications.

• Permits adult consumption of alcohol at private events under a valid off-site service permit and exempts permittees from charges of knowingly permitting alcohol removal from off-premises locations if they post required warning signs or station personnel at exits.

• Takes effect August 8, 2018, unless subject to a referendum petition, in which case it takes effect following voter approval at the November 2018 general election.
