CO SB221

Applies to counties with a population of less than 70,000 that currently have 3 county commissioners elected by voters of the whole county.

Allows registered electors to change the election method so commissioners are elected only by voters residing in their respective districts, or vice versa.

Change can be initiated either by board of county commissioners resolution (placed on ballot by 90 days before general election) or by petition signed by at least 8 percent of qualified electors voting for Secretary of State at the last preceding general election.

Current commissioners' terms are not affected; new election method applies only to newly elected commissioners at the next election after voter approval.

County clerk and recorder must make necessary provisions to implement the change in election method.
