Prohibits the governor from entering Colorado into or involving Colorado with any state-level climate collaboration that attempts to reduce carbon dioxide emissions or promote goals of the Paris Agreement.

Requires the governor to withdraw Colorado from and cease all executive branch activities in connection with any existing state-level climate collaboration as of the bill's effective date.

Defines "state-level climate collaboration" as an organization or alliance of states dealing with greenhouse gas emissions mitigation, adaptation, and finance under the Paris Agreement and United Nations Framework Convention on Climate Change.

Specifically names the United States Climate Alliance, Western Climate Initiative, Inc., and Regional Greenhouse Gas Initiative as included collaborations, along with any analogous or successor organizations.

Takes effect August 8, 2018, or if a referendum petition is filed, upon voter approval at the November 2018 general election.
