• Eliminates the September 1, 2019 repeal date for the "Pet Animal Care and Facilities Act" (PACFA), which regulates pet animal facility licensing by the Colorado Commissioner of Agriculture

• Removes the Pet Animal Care and Facilities Act from the list of regulatory agencies and functions scheduled for repeal under Colorado Revised Statutes 24-34-104

• Repeals article 35-80-117 entirely, eliminating sunset review requirements and the requirement for the commissioner to report on fees, revenues, and staffing related to pet animal facility licensing

• Allows the Pet Animal Care and Facilities Act to continue indefinitely without future sunset review

• Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety
