Removes requirement that school districts obtain consent from a student's resident district before transporting the student to the district's schools, or before reimbursing parents for such transportation.

Requires school district open enrollment policies beginning with the 2019-20 school year to include: an application period of at least 4 weeks ending no earlier than February 15, ability to apply to at least 5 schools using standardized applications, and in-person or online submission options.

Requires school districts to annually notify students of school choice policies and procedures and post them on the district's website, including deadlines and lists of specialized programs.

Allows students enrolled in a non-resident school district to remain enrolled through the highest grade level served in that school, rather than only through the end of the school year.

Requires the Colorado Department of Education to post information about school choice enrollment options on its website, including an outline of parent rights and links to each school district's choice enrollment provisions.
