SB 18-231 Summary

• Creates a Task Force for Transition Planning to develop recommendations for improving the transition of individuals with intellectual and developmental disabilities from educational services (ages 3-21) to home- and community-based services (age 21+).

• Task force comprises 11 members including representatives from the Department of Health Care Policy and Financing, Department of Education, school boards, special education directors, community-centered boards, service providers, persons with disabilities, parents/guardians, and advocacy organizations.

• Task force must review statutory disability categories, recommend ways to involve case managers earlier in transition, and determine how to use education data to forecast the number of transitioning students and project future service costs.

• Requires submission of findings and recommendations to legislative health, human services, and budget committees by January 2, 2019.

• Appropriates $109,500 for fiscal year 2018-19 to the Department of Health Care Policy and Financing ($3,000 operating expenses, $106,500 for professional services); task force provisions expire September 1, 2019.
