Clarifies that the one percent art allocation requirement for capital construction projects funded through lease-purchase agreements applies to the "state-funded portion" of total construction costs, not the entire project cost.

Amends Colorado Revised Statutes 24-48.5-312(3)(a)(II)(A) to specify that at least one percent of state-funded construction costs must be allocated for acquisition of works of art in public places.

Applies to capital construction projects subject to lease-purchase agreements where lease payments are funded in full or in part by state appropriations, beginning after August 11, 2010.

Takes effect on August 8, 2018, or 90 days after final adjournment of the general assembly, subject to voter approval if a referendum petition is filed by November 2018.
