Allows hotels with a hotel and restaurant liquor license to sell (not just provide complimentary) fermented malt beverages, malt liquors, and vinous liquors in sealed containers to guests for on-premises consumption.

Limits sales to between 8 a.m. and 12 midnight each day.

Restricts per-transaction sales to no more than one 750-milliliter bottle of vinous liquor and 72 ounces of fermented malt beverages or malt liquors combined.

Requires all alcohol sold under this provision to be consumed only on the hotel premises.

Takes effect 90 days after final adjournment of the general assembly, subject to referendum petition approval if filed within that period.
