Reduces the renewable portfolio standard for cooperative electric associations serving 100,000+ meters from 20% back to 10% for 2020 and beyond.

Eliminates synthetic gas from pyrolysis of municipal waste as an eligible energy resource, while retaining coal mine methane if determined to be greenhouse gas neutral by the Public Utilities Commission.

Adds large and preexisting hydroelectric generation facilities (up to 30 megawatts, in existence before January 1, 2005) as qualifying renewable energy resources.

Reinstates a 3x multiplier for solar energy credits in renewable energy calculations and reduces the maximum retail rate impact for cooperative electric associations from 2% back to 1% of total electric bills.

Eliminates reporting requirements and portfolio standards for qualifying wholesale utilities (generation and transmission cooperatives selling electricity wholesale to member associations).
