Creates the Law Enforcement Officers' and Firefighters' Continuation of Benefits Board within the Department of Treasury to oversee medical and dental benefits for dependents of public safety employees who die in work-related deaths.

Establishes a fund financed through quarterly contributions from participating counties, municipalities, special districts, and county improvement districts that employ law enforcement or fire protection personnel.

Automatically provides dependents of deceased employees with 12 months of continued medical and dental benefits (same coverage as at time of death) following a work-related death, paid from the fund.

Board composition includes the State Treasurer or designee, Executive Director of the Department of Public Safety or designee, and Executive Director of the Fire and Police Pension Association or designee, serving without compensation but reimbursed for expenses.

Authorizes the State Treasurer to advance funds from the state treasury if the continuation of benefits fund is insufficient to cover costs, with repayment to be scheduled by the board.
