Amends Colorado law to allow electronic signatures and documents for vehicle title certificates and related documents, establishing that electronic records cannot be denied legal effect solely based on their electronic format.

Defines "electronic signature" by reference to section 24-71-101 and clarifies that "signature" means either written or electronic signature in vehicle title statutes.

Specifies that persons do not need to obtain a written power of attorney solely because a record, document, or signature related to vehicle titles is in electronic form.

Clarifies that the law applies in courts of law but does not require the Department of Revenue to implement any system to electronically accept these records and signatures.

Takes effect August 8, 2018, unless subject to a referendum petition requiring voter approval at the November 2018 general election.
