• Allows lessees to assign state land leases to another party with written notice to the board within 30 days of execution, and prohibits the board from denying any assignment.

• Board may charge an assignment fee limited to approximating direct costs of processing and cannot use fees to generate revenue.

• When a lease assignment is part of a transaction involving other land transfers, the board cannot examine documents beyond those specifically related to the lease assignment.

• Eliminates the requirement that lease applicants provide evidence of responsibility to fulfill lease terms and prohibits the board from requiring lessees to report yields, production, income, expenses, or other operational data related to leased or private lands.

• Board must rely on county averages or other publicly available data when necessary to fulfill duties, instead of requiring lessee-specific operational information.
