Requires the private occupational school board and division to conduct a sunrise review process for new educational credentials and services that have not previously been approved as of July 1, 2018.

The board must investigate and evaluate information including stakeholder input to determine whether new credentials or services should be regulated under the Private Occupational Education Act of 1981.

The board cannot enforce regulations on new educational credentials or services until it completes the sunrise review and the general assembly determines regulation is appropriate.

The board must submit findings and recommendations to the applicant, stakeholders, and general assembly; the general assembly may then enact legislation to regulate or exempt the new credentials or services.

Appropriates $99,804 to the department of higher education for fiscal year 2018-19, including $89,148 for an additional full-time employee position and $10,656 for legal services.
