• Appropriates $16,747,025 for the 2018-19 state fiscal year to the Department of Higher Education for allocation to institutions and financial aid to support Colorado Commission on Higher Education master plan goals.

• Allows the General Assembly to appropriate reduced funding for University of Colorado Regents ($1,249,273 less than required) and Colorado State University System ($500,000 less than required), while increasing funding to other governing boards of higher education institutions by $1,877,081.

• Appropriates $10.726 million total for student stipends at state public institutions (estimated 126,203 eligible full-time equivalent students at $2,550 per 30 credit hours) and $34,890 for participating private institutions (estimated 1,163 eligible students at $1,275 per 30 credit hours).

• Distributes $7.572 million in reappropriated funds among nine higher education institutions and the state community college system for operational support and specialty education programs.

• Provides $144,670 to Colorado Mountain College and $185,887 to Aims Community College for local district college grants; the funding provision expires June 30, 2020.
