Prohibits public school teachers and teacher organizations from directly or indirectly inducing, instigating, encouraging, authorizing, ratifying, or participating in strikes against public school employers.

Prohibits public school employers from authorizing, consenting to, or condoning strikes and from paying teachers for any day during which they participate in a strike.

Authorizes public school employers to seek injunctions from district courts to prevent or stop strikes, with violations constituting contempt of court punishable by fines up to $500 per day for individuals or up to 6 months in county jail, or both.

Requires immediate termination of teachers found in contempt of court for strike-related injunction violations, without a hearing and with one-year ineligibility for public school employment; renders collective bargaining agreements null and void if a teacher organization is found in contempt.

Prohibits teacher organizations found in contempt from representing or collecting dues from teachers for one year and bars public school employers from negotiating with the organization during that period.
