Creates the Justice Center Maintenance Fund in the state treasury to fund controlled maintenance needs for the Ralph L. Carr Colorado Judicial Center.

Funds the maintenance fund through annual General Assembly appropriations from the Justice Center Cash Fund, with appropriation amounts determined by projected maintenance needs and interest earnings.

Prohibits the Judicial Department from artificially raising docket fees to increase appropriations to the maintenance fund.

Requires the Judicial Department to provide annual written reports to the Joint Budget Committee and Capital Development Committee beginning November 1, 2018, documenting maintenance expenditures and projecting future needs over a twenty-year term.

Excludes both the Justice Center Cash Fund and Justice Center Maintenance Fund from cash fund reserve limitations under Colorado law.
