Allows the executive director or designee to award design bid build highway contracts up to 25 percent over the Department of Transportation's estimate when the estimated project cost is less than $1 million and there are fewer than three bidders.

Requires the executive director to make a written determination that the award is in the best financial, economic, or other interest of the state and include this determination in the contract file with public posting on the department's website.

Mandates the Department of Transportation to report annually to the joint committees of reference with jurisdiction over transportation, identifying each project where an award exceeded the estimate and explaining the reasons and cost savings achieved.

Requires the department to prominently post on its website homepage either a list of all state transportation projects seeking contractors or a link to such a list, regardless of project size or procurement method.
