Senate Bill 18-269 Summary

• Creates the School Security Disbursement Program to provide funding to school districts, charter schools, and boards of cooperative services for security improvements in public schools and vehicles.

• Establishes a School Security Disbursement Program Account within the School Safety Resource Center Cash Fund, credited with $29.5 million in fiscal year 2018-19 funds, to be continuously appropriated to the Department.

• Allows local education providers to use disbursed funds for capital construction improvements, student threat assessment training for staff, on-site school resource officer training, and school emergency response training for all building staff.

• Requires recipients to submit annual reports by August 1 detailing amounts received, matching funds provided, and itemized accounting of how money was spent; the Department must report summaries to education committees by January 15 each year.

• Sunsets both the School Security Disbursement Program and the dedicated account funding on July 1, 2021, with any remaining balance credited back to the general School Safety Resource Center Cash Fund.
