Authorizes marijuana research and development licensees to co-locate with medical marijuana-infused products manufacturing and retail marijuana products manufacturing facilities, subject to virtual or physical separation of inventory and research activities.

Allows marijuana research facilities to transfer research materials to nonmetric-based research facilities and permits medical marijuana licensees to donate product to research licensees.

Extends the medical marijuana program health research subaccount from July 1, 2019 to July 1, 2023, allowing up to $100,000 annually for fiscal years 2019-20, 2020-21, and 2021-22 for administrative purposes of the medical marijuana research grant program.

Encourages the state board of health to prioritize grants for objective scientific research on the efficacy and safety of medical marijuana for ovarian cancer, dementia, and other conditions deemed suitable.

Appropriates $10,656 to the department of revenue from the marijuana cash fund for legal services to implement the act.
