Department of Corrections shall close excess facilities prioritized by 2013 prison utilization study when prison population projections indicate excess capacity.

Centennial south campus shall operate a diagnostic program, reentry program, support services, and house inmates beginning June 30, 2019; requires physical modifications with $11,256,561 appropriation for 2018-19 fiscal year.

Denver reception and diagnostic center renamed to "Denver correctional facility" and shall provide mental health residential treatment services for inmates with physical, cognitive, and medical conditions requiring long-term treatment.

Centennial north campus shall serve as transportation unit and support facility for Centennial correctional facility beginning July 1, 2019, subject to available appropriations.

Department must report annually through 2023 on bill implementation effects, including parole violation rates, parole officer workload, and recommendations.
