Submits to Colorado voters a constitutional amendment to reform legislative redistricting by creating an independent 12-member commission with equal representation from unaffiliated voters (4), the largest political party (4), and the second-largest political party (4).

Requires commissioners to be registered voters who voted in the previous two general elections, be affiliated with one party for 5+ years or unaffiliated, and prohibits candidacy within 5 years, recent elected office, political party leadership, professional lobbying, or federal campaign work within 3 years.

Mandates the commission to draw districts using communities of interest and political subdivisions while maximizing competitive seats, with districts limited to 5% population deviation and prohibits gerrymandering to protect incumbents, candidates, or parties.

Establishes a judicial review process limiting the Colorado Supreme Court to determining whether the commission or its nonpartisan staff abused discretion in applying redistricting criteria, with final approval required by December 29 of the redistricting year.

Requires transparent public involvement through multiple hearings across all congressional districts, public comment submission, live-streamed proceedings, and disclosure of lobbying activities related to redistricting.
