Colorado applies to Congress to call a constitutional convention under Article V for the exclusive purpose of proposing an amendment to reverse Supreme Court decisions on campaign finance, including Citizens United v. Federal Election Commission (2010).

The convention shall be limited to addressing campaign and political finance issues to restore balance and integrity to elections by reducing the influence of special interests and wealthy donors.

Convention delegates must be comprised equally of individuals currently elected to state and local office or selected by election in each congressional district, with all current or former federal officeholders prohibited from serving as delegates.

Colorado considers this application a continuing request to be counted together with similar applications from Vermont, California, Illinois, New Jersey, Rhode Island, and other states until two-thirds of state legislatures have applied for a convention on this purpose.

Copies of the memorial shall be sent to the President, Vice President, Congressional leadership, Colorado's Congressional delegation, and presiding officers of all state legislatures requesting their cooperation in compelling Congress to call the convention.
