Memorializes Congress to pursue the return of the U.S.S. Pueblo, a U.S. Navy ship captured by North Korea on January 23, 1968, while in international waters and currently displayed at the Victorious Fatherland War Museum in Pyongyang.

Demands the release of three U.S. citizens held as political prisoners in North Korea: Kim Hak-song, Kim Dong-chul, and Kim Sang-duk.

Requests the release of approximately 120,000 political prisoners held in North Korea's six political prison camps where the U.S. State Department has found evidence of starvation, forced labor, and torture.

Encourages North Korea to engage in meaningful human rights reforms and supports recent peaceful actions between North and South Korea as gestures toward improved relations and global security.

Directs copies of the memorial to be sent to President Donald Trump, Secretary of State Mike Pompeo, the Charge d'Affaires to South Korea, and Colorado's Congressional delegation.
