Amend Senate Rule 22(f) to require committee chairmen to "submit" reports (instead of "make") to the Secretary of the Senate within five legislative days and prohibit chairmen from delaying or withholding reports.

During the last ten days of a legislative session, committee chairmen must submit reports as soon as possible, and upon request from the Majority Leader or President, must submit immediately or within twenty-four hours or have committee staff submit on their behalf.

Reduce the deadline for submitting reports of indefinitely postponed measures from five legislative days to three legislative days after the applicable committee deadline.

Change Senate Rule 30(f)(1)(A) to extend the resolution introduction deadline from twenty days before the end of session to thirty days before the end of session.

Allow resolutions pertaining to close of session or conduct of legislative business to be introduced at any time, exempt from the three-resolution limit per member.
