Requests the Colorado Department of Public Health and Environment (CDPHE) and Colorado Board of Health delay implementation and enforcement of proposed assisted living facility rules for small residences with fewer than 20 beds for an additional six months.

Directs the CDPHE and Board to continue working with stakeholders beginning May 15, 2018 to modify the rules as appropriate for small assisted living residences.

Requests the Joint Budget Committee work with the CDPHE to ensure adequate funding is provided for oversight of assisted living residences serving older Coloradans.

Notes that Colorado's population over age 60 is projected to increase 88% between 2018 and 2050, with 660 licensed assisted living residences currently operating and 57% of residents being over age 85.

Highlights that assisted living facilities will receive a 25% Medicaid rate increase in the 2018-19 state budget, equaling $4,700 per year per resident increase.
