• Requires the Colorado healthcare affordability and sustainability enterprise board to calculate estimates using hospital data and state department analysis provided by hospitals.

• Establishes annual hospital expenditure reporting requirements detailing uncompensated care costs and expenditures by major payer group (commercial, Medicare, Medicaid, self-pay, financial assistance, and Colorado Indigent Care Program).

• Mandates hospitals submit financial information including CMS cost reports, audited financial statements, inpatient/outpatient statistics, charges, bad debt, charity write-offs, payroll expenses, staffing data, and details on hospital acquisitions and physician practice acquisitions with transaction prices.

• Exempts certain hospital types from reporting requirements including psychiatric hospitals, long-term care hospitals, critical access hospitals, inpatient rehabilitation facilities, and those specified under federal regulations.

• Requires the state department to submit the annual hospital expenditure report to legislative committees, the joint budget committee, governor, and state board by January 15 each year beginning in 2020, continuing indefinitely.
