CO HB1007

Establishes contribution limits for candidates for county offices (county commissioners, clerks and recorders, sheriffs, coroners, treasurers, assessors, and surveyors) under Colorado's Fair Campaign Practices Act.

Sets maximum contributions at $1,250 per person for primary and general elections, $12,500 per small donor committee for each election, and $22,125 per political party for the election cycle.

Allows write-in candidates, unaffiliated candidates, and minor party candidates to accept either the new limits or existing constitutional limits, whichever is more favorable.

Creates civil penalties of at least double and up to five times the amount contributed in violation of the contribution limits.

Appropriates $7,000 to the Department of State for information technology services to implement the act, effective August 2, 2019, subject to potential referendum petition in November 2020.
