Requires freestanding emergency departments to obtain annual licenses from the Colorado Department of Public Health and Environment, with applications due by December 1, 2021 and licensure required by July 1, 2022

Defines freestanding emergency departments as health facilities offering emergency care (and potentially primary/urgent care) that are either hospital-affiliated facilities located more than 250 yards from the hospital's main campus or independent facilities not affiliated with hospitals

Exempts licensed community clinics and community clinics seeking licensure that serve underserved populations from licensure requirements

Requires the state board to adopt licensing rules by July 1, 2021 that include mandatory medical screening examinations for all patients and prohibit delaying screening to inquire about ability to pay or insurance status

Appropriates $43,248 to the Department of Public Health and Environment for the 2019-20 fiscal year to implement licensing and inspection of freestanding emergency departments
