CO HB1016

Prohibits higher education institutions from purchasing or administering basic skills placement or assessment tests in English and mathematics unless the test vendor also makes those tests available for purchase and use by school districts and high schools, including early colleges.

Requires the Colorado Commission on Higher Education (CCHE) to ensure this availability requirement is included in the standards for basic skills placement or assessment tests established by commission policy.

Applies to institutions selecting tests from among those meeting CCHE standards for use with matriculated students.

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, and safety.
