CO HB1020

Restructures the Capital Development Committee composition from the previous structure to consist of 6 members total: 3 from the Senate (2 appointed by Senate President, 1 by Senate Minority Leader) and 3 from the House (2 appointed by House Speaker, 1 by House Minority Leader)

Changes leadership election timing to occur at the first meeting on or after October 15 in odd-numbered years and at the first December meeting after the general election in even-numbered years

Requires the chair and vice-chair positions to alternate between House and Senate members with the first chair from the Senate and first vice-chair from the House, with each member advancing to the alternate position in the next legislative session

Committee functions during both legislative sessions and interim periods between sessions

Takes effect on August 2, 2019, unless subject to a referendum petition filed within 90 days of final adjournment, in which case approval by voters in the November 2020 general election is required
