Establishes the Colorado Youth Advisory Council Review Committee within the legislative branch to review the council's work and recommend legislation on issues affecting Colorado youth.

Committee comprises ten members: five voting members (four legislative members of the council plus one legislative council member) and five nonvoting members selected from council members.

Committee chair and vice-chair are determined by the council's co-chairs and vice-chairs; committee may meet up to three times per legislative interim and recommend up to three bills per interim.

Voting members receive compensation under Section 2-2-307; nonvoting members may receive expense reimbursement from the youth advisory council cash fund, which is expanded to cover review committee expenses.

Appropriates $28,790 from the general fund for fiscal year 2019-20, including $18,455 for legislative council staff (0.3 FTE), $6,889 for committee on legal services (0.1 FTE), and $3,446 for general assembly.
