HB19-1027 Summary

• Requires agencies and nonprofit organizations operating clean syringe exchange programs to submit an annual environmental impact mitigation plan to their county or district board of health by February 15, 2021, and each February 15 thereafter.

• Plan must include the number of syringes received from and given to program participants in the previous calendar year.

• Plan must detail the organization's strategies to minimize unsafe syringe disposal near program locations and to reduce environmental impacts from improper syringe disposal.

• County and district boards of health must forward all received plans to the State Department of Public Health and Environment.

• State Department must compile and report the information to the General Assembly during the department's "State Measurement for Accountable, Responsive, and Transparent (SMART) Government Act" hearing.
