HB 19-1029 Summary

• Expands the Republican River Water Conservation District boundaries to include portions of Cheyenne, Kit Carson, Lincoln, Logan, Sedgwick, and Washington counties within the Republican River Compact Administration Groundwater Model domain, as defined by the September 17, 2003 U.S. Supreme Court special master's report.

• Increases the district's board of directors from fifteen to seventeen members and adds Cheyenne County and the East Cheyenne Ground Water Management District as new appointing entities.

• Changes the board's regular quarterly meeting schedule from the second Thursday in January, April, July, and October to the third Tuesday in February, May, August, and November.

• Adds requirement that directors must own real property within the district boundaries and within the county or groundwater management district from which they are appointed, and clarifies residency requirements.

• Creates an exemption prohibiting persons or entities obligated to provide water augmentation to non-Republican River systems from paying water use fees to the district.
