HB19-1032: Comprehensive Human Sexuality Education

• Establishes comprehensive human sexuality education content requirements for Colorado schools that choose to offer such programs, including medically accurate information on contraception, consent, healthy relationships, and prevention of STIs/HIV.

• Requires instruction to be age-appropriate, culturally sensitive, and inclusive of LGBTQ+ and intersex students; prohibits shame-based language, gender stereotypes, and abstinence-only approaches.

• Creates a grant program with at least $1 million in annual state funding to support school districts in implementing comprehensive human sexuality education programs.

• Establishes an oversight entity with diverse representation including youth, educators, parents, and representatives from communities of color, immigrants, sexual assault survivors, and LGBTQ+ youth to develop policies and award grants.

• Exempts kindergarten through third grade from most requirements except instruction on personal hygiene, boundaries, communication skills, and personal safety; does not require pregnancy outcome options instruction but mandates objective coverage of all options if taught.
